3rd terminal to run on PPP

The third terminal of the Hazrat Shahjalal International Airport, which is still under development, will be run and maintained by the government under a Public-Private Partnership (PPP).

 The proposal in this regard was adopted in principle during the Cabinet Committee on Economic Matters meeting that was virtually presided over by Finance Minister AHM Mustafa Kamal yesterday afternoon. The Cabinet Committee on Economic Affairs has given policy clearance to the project titled "Operation and Maintenance of Third Terminal at Hazrat Shahjalal International Airport" for this reason.

The third terminal of Hazrat Shahjalal International Airport will be inaugurated in October this year. It is being built on the model of Singapore‍‍`s Changi Airport. More than 51 percent of the project has already been completed. At the end of the meeting, Additional Secretary of the Cabinet Division Syed Mahbub Khan presented the details of the approved proposal to the journalists.

According to sources, the airport‍‍`s third terminal construction project was approved by ECNEC on October 24, 2017. At that time the expenditure was estimated at 13 thousand 610 crores. Later, the size of the project was increased by another 7 thousand 788 crore 59 lakh taka to about 21 thousand 398 crore taka. Construction of the project began in December 2019. Most of the cost is coming from the Japanese aid agency JICA. The company is giving 16 thousand 141 crore two lakh 45 thousand taka as loan. Bangladesh government is giving the remaining 5 thousand 258 crores 3 lakh 88 thousand taka.

 Shahjalal currently has two terminals. The area of these two terminals is one lakh square meters. The third terminal, which is coming up, is more than twice the size of the existing two terminals. Its area will be two lakh 30 thousand square meters. Its construction started in December 2019. As per the project approval decision, the project is scheduled to be completed by April 2024. Japan‍‍`s Mitsubishi and Fujita and Korea‍‍`s Samsung - these three companies are constructing the third terminal through Dhaka Consortium.

The Additional Secretary said that Bangladesh Civil Aviation Authority under the Ministry of Civil Aviation and Tourism has given principle approval for the implementation of the ``Operation and Maintenance of Third Terminal at Hazrat Shahjalal International Airport‍‍`‍‍` project on PPP basis of Terminal-3 of Hazrat Shahjalal International Airport. In response to a question about who is getting the project work, he said that the in-principle approval has now been given under the PPP. The company is still not fixed.
