Additional Secretary Tofazzel Hossain has started running to become the secretary of the Ministry of Fisheries and Livestock.
This Awami League (AL) beneficiary officer has served as the private secretary of three powerful AL ministers. An analysis of his personal information shows that he served as the private secretary to the state minister for health and family welfare from November 30, 2010 to March 14, 2013.
He served as the private secretary to the AL State Minister again from March 25, 2013 to November 10, 2013 in the same ministry. He served as the private secretary to the state minister for water resources from October 19, 2014, to June 22, 2016. He also served as Joint Secretary in important ministries like the Ministry of Public Administration from January 22, 2019, to April 5, 2022.
Meanwhile, Fisheries and Livestock Advisor Farida Akhtar recently sent a DO letter to the Senior Secretary of the Ministry of Public Administration, Dr. Md. Mokhlesur Rahman, to make this officer, who is an AL beneficiary, a full secretary.
In that DO written to the Senior Secretary of the Ministry of Public Administration, Farida Akhter wrote - Dear Senior Secretary, Warm greetings. Md. Tofazzel Hossain (Reference No -6305), an officer of the 15th batch of BCS (Administration) cadre, has been performing the routine duties of the Secretary of the Ministry of Fisheries and Livestock since 31.12.2024. He joined the ministry as Additional Secretary from the Ministry of Public Administration on 11.01.2023 and was given the responsibility of the Planning Division. In my opinion, he is performing the duties assigned to him with great efficiency, competence, and honesty. It is to be noted that when the post of Secretary of this Ministry became vacant due to transfer, the undersigned has given the routine duties of Secretary to Md. Tofazzel Hossain based on work experience and seniority. The DO further states - If a talented and talented officer like Md. Tofazzel Hossain is posted as Secretary in the Ministry of Fisheries and Livestock, I believe that he will be able to play an important role in the smooth and efficient implementation of all the work of development projects including the administrative responsibilities of this Ministry by utilizing his talent, honesty and skills. Requesting this officer to be made Secretary in the DO, she further writes -
In such a situation, I request that Md. Tofazzel Hossain (Reference No. 6305) be promoted as Secretary and posted in the Ministry of Fisheries and Livestock. If you need time to make a decision, I request you to keep him in this routine responsibility for now instead of appointing someone else as the secretary of this ministry.
Meanwhile, recently, Al-Jazeera journalist Zulkarnain Saer posted a post on social media regarding this DO letter. The post, which went viral within an hour, also demanded that Additional Secretary Tofazzel Hossain be made OSD.
Meanwhile, former Additional Secretary Mahbub Kabir Milon commented on this post. He wrote - There is a system of promotion. There is a high-ranking committee headed by the Cabinet Secretary for promotion to the post of secretary. This is called the SSB committee. Appointments are made on DO letters. Appointments are made on a contractual basis. This is the first time in my life that I have seen a DO letter for promotion to the post of secretary. Who knows! Leaving aside SSB, Mukhles Sir can send the file to the Chief Advisor to make him a secretary. This is a clear intention even for an advisor. It is a punishable crime for an official.
Meanwhile, Md. Nazmul Huda, the office-cum-computer typist of the Ministry of Fisheries and Livestock, commented on the post of Sarjis Alam, the central coordinator and NCP leader, on social media, targeting the DO given to Tofazzel Hossain.
In a post by Sarjis Alam on February 19, he wrote - "You give DO to make the friends of the fascist government secretaries, and then you talk big, brother." Following this comment on social media targeting the DO given to Additional Secretary Tofazzel, Nazmul Huda was also temporarily suspended from service on February 20 by an office order signed by Senior Assistant Secretary Syeda Sadia Nooriya.
Meanwhile, a tender was invited for a `fire-fighting simulator` in a project called Sustainable Coastal and Marine Fisheries. Although the tender was supposed to provide a tender security of Tk 7 lakh, the company that provided a tender security of Tk 5 lakh was given the job. A complaint was also made about this. It is also alleged that the approval of the tender was done by Tofazzel, Additional Secretary of the Planning Wing of the Ministry of Fisheries and Livestock.
Meanwhile, an additional secretary of the ministry, who did not want to be named, said that he was an AL beneficiary. Now he has become a reformist again. However, the postings he got from where he was have not been erased. He is now desperate to become a secretary. Although many seniors are in the pipeline to become secretaries, he is doing whatever is necessary to get this post.
