ADP uses lowest in July-August

- Only 2.5 Pc budget spent in 2 M (July-August)

- ADP budget for current FY is Tk 2 lakh 78K 288 cr

- Govt plans to reduce Tk 1 lakh cr from ADP budget

 

Only two and a half percent of the total allocation has been spent in the first two months of the current financial year for the implementation of the Annual Development Program (ADP). This rate of ADP implementation is the lowest ever. Never before has such a low ADP been implemented. Rather, the lowest ADP implementation in the first two months of the current financial year has set a new record. In the first two months of the current fiscal year, July-August, ADP implementation cost was only Tk 7 thousand 143 crore, which is 2.57 percent of the total allocation. But the current government wants to make big cuts from ADP. This information is known from sources related to the Implementation Monitoring and Evaluation Department (IMED) of the Ministry of Planning.

According to the concerned sources, most of the ministries are not able to meet the desired targets as allocated for the implementation of ADP for July-August of 2024-25 fiscal year. However, in no financial year has the ADP implementation rate been less than 3 percent. ADP implementation rate in the first two months of last financial year was 3.84 percent. And in the previous financial year it was 3.85 percent. In the current financial year, the government's ADP allocation is Tk 2 lakh 78 thousand 288 crore.

According to sources, Tk 3 thousand 241 crore were spent from government funds in July-August, which is 1.69 percent of the allocation. No previous fiscal year has seen such low spending at the same time. Tk 6,854 crore was spent during the same period of last financial year, which is 1.27 percent of the allocation of government funds to ADP in that financial year. 3.10 percent or Tk 3 thousand 98 crore have been spent in July-August of the current financial year from the allocation of eighty-five foreign aid sectors. This figure was 3.58 percent last financial year. In the first two months of the financial year, many large ministries and departments that received the maximum allocation could not start work on project implementation.

These include the Ministry of Science and Technology, Department of Health Care, Ministry of Water Resources, Department of Health Education and Family Welfare, Department of Bridges, Office of the Chief Adviser, Ministry of Disaster Management and Relief and Ministry of Industries. According to sources, among the ministries and departments, the local government department received the highest allocation of 2.47, power department 3.16, road transport and highway department 1.05, secondary and higher education department 1.93, primary and mass education ministry 0.65 and naval -Ministry of Transport has spent 0.50 percent.

Although fiscal year project stakeholders are usually more busy with preparatory work at the beginning. As a result, the ADP implementation rate is low at the beginning of the financial year. Moreover, the implementation rate of ADP decreased due to the effect of political unrest, Bangla blockade of anti-discrimination student movement and non-cooperation movement throughout July. Sources also said that the government has decided to review the ongoing projects as well as the proposed projects in the pipeline. The proposal to increase the duration and cost of many ongoing projects is also stuck in this. All in all, ADP implementation has stalled.

Basically, the interim government after taking over has reduced the spending on unnecessary development projects. As a result, it has an impact on the implementation of development projects. Moreover, the government wants a big cut in ADP for the current financial year. This effect has delayed the implementation of ADP.

About Tk 1 lakh crore can be deducted from the ADP of the current financial year. Therefore, more necessary projects are being cut. Project priorities are being reviewed. The size of ADP for the current financial year is Tk 2 lakh 78 thousand 288 crore. In this context, IMED department secretary Abul Kashem Md Mohiuddin said that the situation in the implementation of ADP has not normalized yet. The decision to allocate and release funds to the project is slow. Due to which the ADP implementation rate has decreased in July-August.
