As many important posts of the university including vice-chancellor are still vacant, the educational program is being disrupted. 42 vice-chancellors (VCs) resigned from public universities after the fall of the previous government.
However, the VC of 10 universities has not yet resigned. However, it has not been possible to appoint VC in 9 universities. As a result, the normal operations of those universities are being disrupted. At the same time, students' class-exams are also being disrupted. At present, education programs are running in 55 public universities in the country. Among them, 42 VCs resigned one by one after the August revolution. This information is known from sources related to the University Grants Commission (UGC).
According to the relevant sources, the government has appointed 33 vice-chancellors among the universities where the post of vice-chancellor is vacant. And 9 universities have not yet been able to appoint a vice chancellor. The Interim Government has set several criteria for the appointment of Vice-Chancellors. In this, no one who has benefited and supported during the previous government will not be given the post of vice-chancellor. Moreover, the person concerned should be an academic scholar, have administrative experience and be acceptable to students. But to get teachers, who meet all the standards, is a mammoth task now. According to sources, teachers of public universities started a movement demanding cancellation of inclusion in public pension by stopping class-examination from last June. And from July 1, teachers-officers-employees went on a complete strike. Since then class-examinations are completely stopped. After that, when the movement started around the quota reforms, the educational institutions were completely closed from last July 17. After that, the educational institutions opened from August 18, but the institutions could not return to classes completely due to the lack of VC, Provost and Treasurer in most of the universities. As a result, there is a growing fear that the session will be prolonged due to the closure of educational programs in universities for several months. Sources also said that although new vice-chancellors have been appointed in various universities, they are still unable to get organized. Because in the beginning they have to struggle to fill the administrative posts.
Moreover, they are not able to please all the teachers. Some are going against them. Also, special care should be taken not to get involved in any kind of controversy in the campus. Meanwhile, the universities without vice-chancellors are Bangabandhu Sheikh Mujibur Rahman Agricultural University, Haji Mohammad Danesh University of Science and Technology, Dhaka University of Engineering and Technology, Chittagong Veterinary and Animal Sciences University, Sylhet Agricultural University, Bangabandhu Sheikh Mujibur Rahman University of Science and Technology, Bangabandhu Sheikh Mujibur Rahman Digital University Bangladesh, Sheikh Hasina University and Bangmata Sheikh Fazilatunnessa Mujib University of Science and Technology. VC has not been appointed in those institutions yet.
In those universities, the work is being carried out by giving a senior teacher financial and administrative responsibility from the meeting of deans. However, after the fall of the previous government, 42 vice-chancellors resigned, but 10 university vice-chancellors have not yet resigned. They are - Bangmata Sheikh Fazilatunnecha Mujib Medical University Sylhet Vice Chancellor Dr AHM Enayet Hossain, Chandpur Science and Technology University Vice Chancellor Md Nashim Akhtar, Bangabandhu Sheikh Mujibur Rahman University Kishoreganj Vice Chancellor ZM Parvez Sajjad, Habiganj Agricultural University Vice Chancellor Md Abdul Baset, Sheikh Hasina Medical University Khulna Vice-Chancellor Dr Mohammad Mahbubur Rahman, Kurigram Agricultural University Vice-Chancellor AKM Zakir Hossain, Sunamganj Science and Technology University Vice-Chancellor Md Abu Naeem Sheikh, Bangabandhu Sheikh Mujibur Rahman Science and Technology University Pirojpur Vice-Chancellor Kazi Saifuddin, Bangabandhu Sheikh Mujibur Rahman University Naogaon Vice-Chancellor Md Abul Kalam Azad and Mujibnagar University Meherpur Vice Chancellor Md Rabiul Alam.
Basically, the vice-chancellors of the new universities did not resign. Because the educational program has started in those institutions only for two to four years. And there are not many students in those universities. Basically, since the number of students in those new universities is very low, the vice-chancellors are still in place. On the other hand, out of the 55 public universities of the country, the law to establish six more public universities has been passed. But they have not yet appointed a VC. The universities which have not started any activities are - Bogra Science and Technology University, Bangabandhu Sheikh Mujib Shariatpur Agricultural University, Thakurgaon University, Laxmipur Science and Technology University, Satkhira Science and Technology University and Father of the Nation Bangabandhu Sheikh Mujibur Rahman Science and Technology University Narayanganj.
Additional Secretary of the Ministry of Education (University-1 Division) Nurun Akhtar said that not only the VC, but also the post of Pro-VC and Treasurer are vacant in most universities. Although most of the university vacancies have already been filled, some are still left. These works are in progress. Basically processing a file takes time to go around different offices. Many universities files are ongoing into official authorities’ desk. It is expected that the recruitment process will be completed in no time.
