Police need enough policy support

After the regime change, the police fell into several packs of trouble, manpower crisis, image crisis, infrastructure and equipment crisis. The interim government has tried to return the image but there are many problems still now.

Many people suffer from daily traffic congestion but the number of victims of police cases is increasing day by day with miss direction and lack of genuine sources.

To locate a criminal, lost phone, disappeared people, or accident victim cyber support is an emergency, but Thana-level police could not connect to the cyber authority without passing the message through the senior level. Through this process, victims fall into trauma by passing idle time.

Decline the name, an OC of Dhaka Metropolitan Police (DMP) said, we shall give better service if we get direct access to Mobile tracking devices.

Last October 9 at 7 pm. a woman employee of a private company, was riding a rickshaw on the 300 feet road after finishing the office. At that time, the robber came from behind on a motorcycle and pulled the bag in her hand. Nishat fell from the rickshaw on the road. And the robbers disappeared instantly with her bag. The victim Nishat went to Khilkhet police station to file a case while still injured after losing money, wallet and necessary documents. But the police did not want to take the case, she came out with a general diary (GD).

Not only this woman, but people are regularly falling prey to robbers in various areas across the capital. Most of them don't go to the police station to avoid trouble. Even if some go, the police are taking the lost GD without taking a case of robbery or banditry. Cases of robbery are being taken only in the mentioned cases.

Dhaka Metropolitan Police DC (Media) Muhammad Talebur Rahman said that if there is any such clear complaint, the police station must take it into account and take action, such instructions have been given. If there is a specific allegation of extortion, the case must be taken accordingly.

The victim woman, said that her head was fractured after falling from the moving rickshaw. Arms and legs are cut off. She wanted to file a case but the police did not take it. Even after GD, no one from the police station contacted her since the incident.

The area where woman was caught by the robbers is in Khilkhet police station area. When asked about taking GD without filing a case in the case of robbery, OC Muhammad Azaharul Islam said, "I don't know about the matter, if you know about the victim, send it to the police station." I will definitely look into the matter.

On September 25, Dhaka University student Arindam Saha was robbed at Shahbagh in the capital. Around 11:00 p.m., some miscreants surrounded Aziz with knives on the sidewalk in front of the supermarket. After that they took about Tk 3000 in the mobile phone and wallet with him. Arinandam went to Shahbag police station to file a case in this incident. Instead of taking a case, the police advised him to do GD.

 

Earlier on August 27, a young man named Nazmul Hasan Sagar was robbed in the evening at Paribagh in Shahbag police station area. While talking on the mobile while sitting in the rickshaw, the robber came from behind on a speeding bike and snatched the mobile. In that incident, he went to Shahbagh police station to file a robbery complaint, but the police took a GD about the loss of the mobile phone.

When asked, Jewel Rana, ADC of Ramna Police Zone, said that he took charge of the area last October. He is not aware of any incident before this. If such an incident occurs now, action must be taken.

Khandkar Rafi, a resident of Bachila in Mohammadpur, said that on the afternoon of October 19, three of his relatives were caught by robbers. He wants to report the incident to the police station; But the police did not take it.

While woman, Arindam and Khandkar Rafi spoke about their plight, a few victims like them said, without revealing their names, that the same thing happened to them. Even though the victim of robbery went to file a case, the police showed reluctance to take the case. When talking about various problems and harassment, they came away with GD.

Regarding the matter, several police officials said without revealing their names, if the cases of robbery or robbery increase in an area, it is considered that the law and order situation in that area has deteriorated. In that case, the police officers of that police station are under pressure from their superiors. That's why many police stations take GD instead of taking cases. The victim also wants to do GDE after the case due to various running around with the testimony.

According to police statistics, 44 cases of robbery and 13 cases of robbery have been reported in different police stations of the capital in the last three months. But speaking to the law enforcement forces and common people, it is known that the actual number of incidents is much higher. In the last 3 months only in Mohammadpur and Dhanmondi areas of Dhaka Metropolitan Police (DMP), hundreds of robbery incidents have occurred. Apart from this, several incidents of robbery have taken place in Hazaribagh, Newmarket, Shahbagh, Karwan Bazar, Tejgaon, Mirpur, Hatirjheel, Sabujbagh and Mughda.

According to DMP statistics, 25 cases of robbery were registered in different police stations of DMP in January. There were 26 robbery cases in February, 28 in March, 15 in April, 19 in May, 16 in June, 15 in July and only four in August.

Police officials of DMP say that after August 5, the law and order situation deteriorated when the police activity decreased. Then the activities of the police stations were less or there were no police activities at all. Many events were not recorded then. Many people did not come to the police station to file a case even after the robbery happened. That's why there may be a difference between actual cases and statistics of cases. In a criminal case, the victim can come to the police station and file a case at any time.

Dr Md Tawohidul Haque a teacher of crime and sociologist at Dhaka University, said that sometimes there is a tendency to register incidents like robbery as missing in the police station in order to show less crime in an area. But this increases the tendency of that crime. Apart from this, if the victim does not get the desired service, we will move further away from the cordial relationship between the people and the police that we want.

Stating that the police must be constantly active to reduce crime, this criminologist said that specific action should be taken according to the law regarding what happens. As a preemptive measure to prevent crime, the police should increase surveillance in areas which are prone to crime.
