The interim government has started reforming the health sector. The health department has already canceled numerous illegal appointments. Acting officers are being transferred and promoted on the basis of seniority. At the same time, the Health Department canceled the illegal appointment orders of medical officers appointed on ad-hoc, cadre, non-cadre, and project basis.
Last Sunday, this was informed in a notification signed by the Director (Administration) of the Department, Dr. Md. Harun-or-Rashid. It was said that the decision was taken to confirm the posting through regular promotion of Deputy Civil Surgeon, Upazila Health and Family Planning Officer, Senior Scientific Officer, Junior Lecturer, Resident Surgeon, Resident Medical Officer, Resident Physician, Senior Store Officer, Curator, Senior Clinical Cadre officers in the posts of Pathologist, Principal Medical Physiotherapist, Senior Lecturer Physiotherapy, Superintendent and Assistant Director of Information.
It further said that those posts will be filled by transferring ad hoc and project and project medical officers posted as acting or current duty and by posting cadre officers who have been promoted to 6th grade on the basis of seniority. In this situation, various memos of medical officers appointed in ad hoc, encadre, non-cadre and project positions have been canceled and transferred to the Directorate of Health for further posting. This order will be effective immediately. It has the approval of the director general of the department.
The BCS Health Cadre Association congratulated the Health Department soon after canceling the posting order. In a statement signed by the convenor of the organization, Dr. Mohammad Niamat Hossain and member secretary, Dr. Umme Tania Nasrin, it was said that the BCS Health Cadre Association submitted a complaint to the Directorate of Health on July 11, 2024, with No. 26-7244, highlighting the mismanagement of human resources in the health sector. In view of that application, through the Memorandum No DGHS/Par-2/Miscellaneous-2024/6477 of the Directorate of Health, all types of non-BCS information ad hoc, non-cadre, encadre, project etc. have been canceled in the cadre posts of doctors. Through this, the Department of Health initiated the first phase of reforming the long-standing irregularities in the health sector. The Association is thankful to the Department of Health for this.
They also said that the department has set a precedent for non-discriminatory and positive reforms by canceling hundreds of illegal appointments. Earlier, the doctors protested to demand cancellation of the illegal appointment order of the medical officers appointed on ad hoc, encadre, non-cadre, and project basis. By canceling this order, the long-standing demands of many doctors have been fulfilled. As part of the reforms, Bangabandhu Sheikh Mujib Medical University (BSMMU) has promoted 173 doctors who were denied promotion for a long time.
A notification signed by university registrar Prof Dr ABM Abdul Hannan said the promotion order is only for deprived candidates who have obtained higher degrees till January 2022. The medical officers-research assistants appointed in this university during the year 2003-2006, who have been deprived of promotion after completing higher degrees, have been promoted to assistant professor, assistant professor, consultant in view of their application, and with the approval of the authorities.
Meanwhile, the Bangladesh Health Reporters Forum (BHRF) has expressed concern over the absence of doctors at work. At the same time, the organization of journalists working on the country's health sector expects the positive cooperation of doctors to ensure humanitarian medical services.
It was said in statement said, ‘we want to share greetings from BHRF to the medical community of the country. Recently, during the anti-discrimination movement of students, people of various classes and professions were injured and killed in the country. Doctors working in public and private hospitals of the country have shown their highest professional behavior to treat the injured. The injured agitators and the public have recovered after getting proper treatment and returned home, many are still undergoing treatment.’
It was said that the students' anti-discrimination movement turned into a mass movement at one point, expressing concern about health care. This led to the fall of Sheikh Hasina and the formation of a People's Government. With the fall of the government, doctors and health workers who supported the previous government working in all the government hospitals of the country including the health department are absent from the workplace due to insecurity. As a result, the normal activities of the health department and hospitals are severely disrupted. As a result, a large number of patients are deprived of the desired health care. It is not desirable to anyone.
